Why Covid norms are not followed for election campaign?

Even as Covid cases continue to surge in many parts of the country, election campaigning in four states and one Union territory continues without any restrictions. During rallies, politicians and the public can be seen violating Covid norms. Though the Election Commission had set some rules, candidates and supporters seldom follow those rules.
