Parliament Live: Congress alleges deliberate fund blockade to Opposition states

Congress MP Manickam Tagore alleged that the Centre is creating restrictive conditions that effectively block the flow of central funds to Opposition-ruled states such as Kerala and its capital, Thiruvananthapuram.

"The data submitted by the Minister shows a sharp mismatch between allocation and actual release.  In Keralam, total grants have fallen from Rs 22,559 crores in 2021-22 to just Rs 3,332 crores in 2025-26, with only Rs 1,064 crores actually released.  Key sectors like urban local bodies, health and disaster mitigation are seeing partial or zero release despite approved allocations.  Tamil Nadu has consistently raised concerns over declining central transfers, tightened conditionalities and reduced physical space despite being a major contributor to the national economy.  Is the government indirectly restricting fund releases to states through conditions and delays, or will the Minister clearly explain why approved allocations are not fully released to states like Keralam and Tamil Nadu?," Congress MP asked.
