SIR Phase 3 announced for rest of India; Himachal, J&K, Ladakh excluded for now

According to the ECI, the SIR schedule for Himachal Pradesh, Jammu and Kashmir and Ladakh will be issued separately at a later stage, taking into account the completion of phase 2 of the Census as well as weather-related challenges, particularly in high-altitude and snow-bound areas.

The ECI has announced Phase 3 of the SIR exercise which will cover most of the country except three regions for now.

The Election Commission of India (ECI) on Thursday announced the Special Intensive Revision (SIR) of electoral rolls across 16 states and three Union Territories as part of phase 3 of the nationwide exercise, with Himachal Pradesh, Jammu and Kashmir, and Ladakh excluded for now.

Officials said the schedule has been aligned with ongoing house listing operations under the national Census to ensure efficient deployment of field-level administrative machinery across both exercises.

In this phase, over 3.94 lakh Booth Level Officers will carry out door-to-door verification of approximately 36.73 crore electors.

The poll body also said the phase will include Delhi, where the final electoral rolls are scheduled to be published on October 7.

According to the ECI, the schedule for Himachal Pradesh, Jammu and Kashmir, and Ladakh will be issued separately at a later stage, after the completion of Phase-II of the Census and in view of weather-related challenges in high-altitude and snow-bound regions.

It added that the rollout in these regions has been deferred due to operational constraints and difficult terrain conditions, and will be notified once field deployment becomes feasible.

“I appeal to all electors to enthusiastically participate in Phase III of the Special Intensive Revision (SIR) and submit their Enumeration Forms,” said Chief Election Commissioner Gyanesh Kumar at the launch of the exercise.

He added that the objective of the SIR is to ensure that only eligible voters are included in the electoral rolls, while preventing the inclusion of ineligible names.

The first phase of the SIR was carried out in select states, with Bihar as the main example. It took place between June and September 2025. After verification, around 47 lakh voters were removed from the electoral rolls in Bihar, which was about 5–6 per cent of the total electorate.

The second phase began on October 27, 2025 and covered nine states and three Union Territories, including Uttar Pradesh and West Bengal.

Uttar Pradesh saw the highest number of deletions at 2.04 crore voters, followed by West Bengal with 83.86 lakh.
