IAS officer walks his dog in Delhi stadium: Bureaucracy guilty of VVIP raj?

Amid the allegations that athletes at Delhi's Thyagraj Stadium were asked to leave early so that an IAS officer could walk his dog at the facility, now the Arvind Kejriwal-led government ordered all stadiums to remain open for players till 10 pm.

The order came after reports of Delhi Revenue Secretary Sanjeev Khirwar using the Thyagraj Stadium to walk his dog surfaced.

Meanwhile, the Ministry of Home Affairs has sought a reply from Delhi Chief Secretary after row over IAS babu walking his dog in a Delhi stadium by keeping the athletes out.

So, is the bureaucracy guilty of VVIP raj?
