Kulbhushan Jadhav, a former Indian Navy officer, was sentenced to death in April by a Pakistani military court on charges of espionage and sabotage activities.
India moved the International Court of Justice (ICJ) against the death penalty, and the court on May 18 restrained Pakistan from executing Jadhav.
India has made 18 requests for consular access to Jadhav, and all of them have been rejected.
While rejecting the most recent demand, Pakistani Foreign Office spokesman Nafees Zakaria said India was involved in terror financing and terrorist activities in Pakistan, and that Jadhav came to Balochistan for this purpose.
