Is Citizenship Amendment Bill constitutional?

As the debate on the Citizenship Amendment Bill moves to the Rajya Sabha tomorrow, after being passed by the Lok Sabha on Monday, the publicity wing of the central government-the Press Bureau of India-has issued an eight-point explainer on the Bill that has triggered a major controversy.

The Opposition has been criticising the government of discriminating against the Muslims by excluding them from the religious communities that the Bill seeks to grant Indian citizenship on grounds of religious persecution in Pakistan, Afghanistan and Bangladesh.
