Is Surgical Strike Day forced patriotism?

HRD Minister Prakash Javadekar said on Friday that a University Grants Commission's communication asking varsities to celebrate anniversary of surgical strikes is "patriotism not politics", and it is not compulsory for institutes to organise it.
