Kerala floods a man-made disaster?

As the god's own country began to return to normalcy after battling disastrous floods for the second consecutive year, which claimed lives of 104 people, India Today went on the ground to find out the cause of these floods-- Is weather god's fury to blame for the floods or is it a man-made disaster?
