The Travancore Devaswom Board counsel Abhishek Manu Singhvi on Thursday said that the decision of the five-judge constitution bench of the Supreme Court to refer the issue of women's entry into Sabarimala temple to a larger 7-judge bench for re-examination as a "partial victory".
