According to the 2011 Census, Mandar had a total population of 4,027 individuals, with an equal gender distribution of 2,031 males and 1,996 females. The population of children aged 0-6 years in the area was 594. The number of literate people in Mandar was recorded at 2,699.

In the 2022 assembly by-election, Shilpi Neha Tirkey of the Indian National Congress won the seat with 95,486 votes. Her closest competitor, Gangotri Kujur of the Bharatiya Janata Party, secured 71,796 votes.

In the 2019 assembly elections, Bandhu Tirkey of the Jharkhand Vikas Morcha (Prajatantrik) emerged victorious with 92,491 votes. The BJP candidate, Dev Kumar Dhan, received 69,364 votes, while Shishir Lakra of the All India Majlis-e-Ittehadul Muslimeen garnered 23,592 votes.
