Nothing highlights the Government's failure in controlling prices more strikingly than the disaster on the sugar front. It has, indeed, become the most visible target of popular resentment. No wonder then that as the price of sugar sky-rocketed, one ministry blamed another, the Government blamed hoarders and speculators, the industry and trade blamed each other, and both blamed the Government. Still, the hamhanded handling of imports and supplies was also responsible. Even ruling party MPs like N.K.P. Salve concede there's been bungling.
