Robert McNamara, World Bank president until last month, is obviously a
do-gooder. Like most men of his generation he has evidently been
influenced by John Kenneth Galbraith's Affluent Society, which made or
popularised one essential point, namely, that the problem of wealth is
not how to create it but how to use it.
