Besides, some of the Congress(I) leaders were also unhappy with Jagmohan for allotting most of the construction projects to state-owned units like the National Building Construction Corporation and the Uttar Pradesh State Bridge Construction Corporation.Soft-Pedal For USOn the eve of the discussion on grants of the External Affairs Ministry, officials had a round of "informal" discussion with Congress(I) leaders, explaining the high points of India's foreign policy. In essence, the speakers were asked to pipe down their criticism of the USA and praise of the Soviet Union in view of the "changing realities". Again, particular caution was taken to explain to the speakers the need to avoid direct references to happenings in Pakistan. "In all likelihood," said one of the dejected friends of the Soviet Union in the Congress(I), "we're in for another bout of genuine non-alignment."The Lady's DilemmaThere is one woman leader in the subcontinent who may not rise again. Sheikh Hasina Wajed, daughter of the late Sheikh Mujibur Rahman, the assassinated president of Bangladesh, has been clearly told by the Indian External Affairs Ministry that India was not the place for her to carry on her political activities for Bangladesh. Since her unanimous election as president of the opposition Bangladesh Awami League, Wajed has been "informally" holding party conclaves in Delhi, where she has been living since her exile. She was hoping to build up a movement in Bangladesh from outside, and then to move to her homeland when the situation was "ripe". But South Block wants her to lay off, or to go back to Bangladesh. The lady is faced with a problematic choice. Divine CounselMadhya Pradesh Governor Bhagwat Dayal Sharma's dash to the chief minister's villa in Bhopal last month wasn't necessitated by any crisis. The governor, whose wife passed away last month, was more interested in meeting a special guest of the chief minister - Mauni Baba of Ujjain. The Baba has been showering blessings over the years on a number of well-known public personalities including P. C. Sethi. He had unexpectedly dropped by at Arjun Singh's residence apparently to bless him after the sack of V. C. Shukla. And Governor Sharma, who intends to stay on in the Raj Bhawan, certainly needed some divine counsel from the Baba as well.A Project Postponed Mrs Gandhi's trouble-shooter Yashpal Kapoor jetted to South India last month to lay the ground work for a third edition of the National Herald. An older and sharper Kapoor conferred with celluloid Chief Minister Ramachandran (MGR) and local industrialists to seal the project. So far so good. But then came the damper - the spirit scandal and the Congress(I)'s abortive attempt to woo certain members of the AIADMK. Both MGR and the Centre were irked by these untoward developments and the National Herald - scheduled to hit the new stands in June - may have to wait a while longer.Castles In The WaterThe two rock islands with (centre) the Vivekananda MemorialEven as Tamil Nadu's mercurial Chief Minister M.G. Ramachandran (MGR) contemplates shifting the state's capital to wetter pastures - somewhere between Tiruchi and Tanjore - he has another grandiose plan up his sleeve: an under-sea tunnel. If the tunnel he has in mind materialises - linking Kanyakumari to a rock island about two and a half furlongs off the coast - it will be the first of its kind in South Asia. The rock adjacent to the famous Vivekananda rock has a foundation stone for the Valluvar Memorial which was laid by former prime minister Morarji Desai in 1979.
