The decision comes after the cabinet approved a judicial commission report from Justice Kunar, which blamed the KSCA, RCB, and the police department for dereliction of duty. A separate status report filed in the High Court mentioned that RCB promoted a victory parade without prior permission and circulated a video of Virat Kohli inviting people to the celebration. The report noted how RCB shared a video of Virat Kohli inviting people, stating it's a "grand celebration, do come join us," which placed the onus for the incident on the cricket franchise.
