Decision to implement Mandal Commission report stirs up protests across India

The protest was scattered, the incidents sporadic and the movement loose-knit. But the anger was spontaneous and widespread. The anti-reservation movement sparked off by the decision to implement the Mandal Commission report may be rudderless. But events of the past month indicate that should the simmering anger be tapped, the movement could gain momentum and even leave the Government wondering whether the political gains are outweighed by the losses.
