Sibsagar Assembly Constituency, also spelt as Sivasagar, is a historic general unreserved seat in Upper Assam Sivasagar district, one of the 10 segments of Jorhat Lok Sabha constituency. Nestled in the fertile Brahmaputra Valley plains with southern fringes approaching the gentle foothills of the Naga Hills, part of the broader eastern Himalayan region, it lies close to the Nagaland border and has some proximity to Arunachal Pradesh. The area is renowned for its vast tea gardens, significant oil and natural gas reserves, and as the former capital of the mighty Ahom Kingdom, where ancient monuments temples and massive man-made tanks still stand highlighting its rich 600-year legacy.

Established in 1951, Sibsagar has participated in all 15 Assembly elections held in the state so far. Congress has secured eight wins, CPI five, with one each for an Independent and Raijor Dal. Pranab Gogoi of the Congress party, who had won the seat in 2001 and 2006, won again in 2011, defeating Pranabjit Chaliha of the AGP by 17,250 votes. He retained the seat in 2016 making it four consecutive wins by defeating BJP candidate Surabhi Rajkonwar by a narrow margin of 542 votes. In 2021, Akhil Gogoi, the founder president of the fledgling Raijor Dal, won the Sibsagar seat, prevailing over BJP candidate Surabhi Rajkonwar by 11,875 votes.

The BJP, which is yet to open its account in Sibsagar, has fared much better in this Assembly segment during the Lok Sabha elections. The Congress led the BJP by 15,757 votes in 2009. The lead flipped in 2014 as the BJP led the Congress by 7,438 votes. The lead changed hands again in 2019, with the Congress establishing a narrow lead of 659 votes over the BJP and increasing it substantially in 2024, leading the BJP by 18,748 votes.

Sibsagar is one of those Assembly constituencies that have remained unaffected by the SIR 2025 and the 2023 delimitation exercise, as its voter base has continued to grow. It has had 209,976 eligible voters on its electoral roll for the 2026 Assembly elections, registering an increase of 2,371 voters from 207,605 voters it had in 2024. Sibsagar witnessed a huge addition of 58,010 voters during the delimitation exercise carried out ahead of the 2024 general elections, to 149,595 voters it had in 2021. Earlier, it was 147,005 in 2019, 135,839 in 2016 and 134,893 in 2011.

Muslims with approximately 17 per cent share form the largest voter bloc, followed by Scheduled Castes, who account for 10.27 per cent, and 5.60 per cent Scheduled Tribes. Sibsagar is predominantly a rural seat with 74.23 per cent of its voters based in villages, compared to 25.77 per cent who live in the urban areas, mainly the Sivasagar town. The constituency witnesses high voter turnout. It stood at 78.93 per cent in 2011, 84.72 per cent in 2016, 77.98 per cent in 2019, and 81.48 per cent in 2021.

Sibsagar constituency spans parts of Sivasagar district area bordered by the Brahmaputra River to the north, Nagaland Naga Hills to the south, Charaideo district to the east and the Jhanji River to the west. The terrain is predominantly flat, fertile alluvial plains characteristic of the Brahmaputra basin, supporting lush agriculture and tea estates. Southern and southeastern fringes feature gentle hillocks and undulating land as it approaches the Naga Hills foothills. Major rivers include the Brahmaputra, with its tributary Dikhou Dikhu River flowing nearby, and Jhanji River.

The economy rests on three core pillars: tea, with extensive estates and processing that form an integral part of Assam's world-famous tea sector; oil and natural gas, with significant extraction and reserves where Oil India Limited operations drive employment and revenue; and tourism centred on Ahom monuments, temples, tanks and cultural sites. Rural areas rely heavily on agriculture, including rice, mustard, vegetables, silk cultivation and timber, supported by fertile soils and abundant rainfall. The district's humid sub-tropical climate, with heavy monsoon rains from June to September and moderate winters, sustains evergreen forests, bamboo groves and extensive paddy fields in the non-hilly areas.

Infrastructure includes connectivity through the Northeast Frontier Railway, with Sivasagar town on the rail line, national highways linking to Guwahati, and neighbouring districts, and a network of roads serving both rural and urban areas. Urban amenities in Sivasagar town cover basic services, while rural zones largely depend on wells and hand pumps for water supply. Ongoing developments focus on heritage preservation, oil and tea-related industries, and the potential for eco-tourism.

The state capital, Dispur Guwahati, is around 350 to 360 km away via NH37 715. Other nearby towns in Assam include Jorhat about 50 km southwest, Nazira nearby sub-division, and Dibrugarh, further east. It borders Nagaland to the south around 50 to 60 k, with the nearest Nagaland areas like Mon district, and other towns accessible in a 3 to 4-hour drive. Southeastern parts have proximity to Arunachal Pradesh influences via shared regional geography and borders with Nagaland.

The advent of Raijor Dal has changed all political calculus in Sibsagar. It is likely to join hands with the Congress party, which might strengthen the opposition in Sibsagar. The BJP and its ally AGP have never won the Sibsagar seat. Unless they pull off a masterstroke and make the impossible possible, the BJP-AGP alliance are set to go to the 2026 state election in Sibsagar as an underdog with or without the Congress-Raijor Dal alliance.

Assam CM Oath Ceremony Highlights: BJP leader Himanta Biswa Sarma took oath as the Chief Minister for a second consecutive term, days after leading the NDA back to power for a third straight stint in the state. Assam Assembly Election Results 2026 Highlights: The counting of votes for the 2026 Assembly election in Assam has concluded, delivering a decisive verdict in favour of the BJP-led National Democratic Alliance (NDA). Voters had sealed the fate of 722 candidates across 126 constituencies on April 9. Chief Minister Himanta Biswa Sarma has led the Bharatiya Janata Party to a third consecutive term, with the NDA securing 102 seats in the 126-member Assembly.
