Tingkhong Assembly Election 2026
Tingkhong Assembly Constituency

Tingkhong, a rural Assembly constituency in Dibrugarh district, lies in the heart of Upper Assam├втВмтДвs tea belt, surrounded by vast estates and paddy fields. Once a quiet agricultural pocket, it has grown into a politically competitive seat known for its high voter engagement and shifting loyalties. The Congress party held sway here for decades, but the BJP has firmly taken control in recent years, turning Tingkhong into one of its reliable strongholds. It is one of the 10 segments under the Dibrugarh Lok Sabha constituency.

Established in 1967, Tingkhong has witnessed 11 Assembly elections. The Congress party has five wins, including a streak of three victories between 1996 and 2006. The BJP has had two back-to-back wins in 2016 and 2021. The Samyukta Socialist Party, Janata Party, an Independent and the Asom Gana Parishad have held one term each.

Atuwa Munda of the Congress party, who had won the Tingkhong seat twice in the past, emerged victorious in 2011 by defeating the AGP sitting MLA Anup Phukan by 15,524 votes. The BJP, which had finished a distant third in the last two elections, raced past its rivals to win the seat in 2016 with Bimal Bora as its candidate. Bora defeated the sitting Congress MLA Atuwa Munda by 18,338 votes. Bora retained the seat in 2021, prevailing over his Congress rival Etuwa Munda by 28,394 votes.

The BJP├втВмтДвs growing political clout in the Tingkhong Assembly segment is evident even in the Lok Sabha elections as the party has led in the past three parliamentary polls. In 2009, the Congress party led the AGP by a narrow margin of 3,125 votes. The BJP led the Congress party by 10,860 votes in 2014 and 28,067 votes in 2019. The BJP├втВмтДвs lead declined in 2024, though not alarmingly, as it led the Asom Jana Parishad (AJP) by 17,651 votes.

The 2025 SIR has had no impact on the Tingkhong Assembly constituency. The number of eligible voters in the final electoral roll released on February 10, 2026, was 177,658, registering an increase of 9,111 voters compared to 168,547 electorate it had in 2024. Even in the 2023 delimitation exercise, when the majority of the Assam constituencies witnessed deletion of a large number of dead, migrated, illegal or fake voters, Tingkhong Assembly constituency├втВмтДвs voter base increased by a massive 23,999 voters from 144,548 registered voters it had in 2021. Previously, it stood at 136,088 in 2019, 121,571 in 2016 and 115,860 in 2011.

No social or religious group dominates the electorate in Tingkhong. The Scheduled Tribes form the largest bloc with 12.46 per cent of voters, while the Scheduled Castes account for approximately 1.51 per cent. Muslims have a minuscule presence. It is a purely rural seat with no urban voters on its rolls. Voter turnout here has remained high, though with some fluctuations. It was 73.75 per cent in 2011, 85.23 per cent in 2016, 77.15 per cent in 2019 and 82.46 per cent in 2021.

Tingkhong town and the surrounding constituency lie in eastern Upper Assam in Dibrugarh district. The area features flat, fertile plains of the Brahmaputra valley with low-lying agricultural fields and tea gardens, at an average elevation of about 120 metres. The Dihing River flows nearby, with tributaries supporting paddy and tea cultivation. Tingkhong has a documented history linked to the Ahom kingdom. It is said that King Suhungmung (1497├втВмтАЬ1539) founded the town and settled several Ahom princes from Mongkawng (present-day Kachin State in Myanmar) there. The place later became a residence for princes of the Tungkhungia clan, the ruling Ahom line from 1681 to 1838. Gadadhar Singha built the Rahdoi pukhuri here, adding to its historical importance.

The economy revolves around tea estates, paddy farming, small trade and daily wage work in plantations. Infrastructure includes road connectivity via National Highway 15 and state highways linking to major routes. Rail access is available at nearby Naharkatia station on the Northeast Frontier Railway network, about 20 km away. Mohanbari Airport in Dibrugarh (about 80 km west) provides air connectivity. Nearby towns include Dibrugarh (district headquarters, about 70 km west), Moran (about 30 km west), Naharkatia (about 20 km east), Sonari (about 50 km southeast) and Sivasagar (about 90 km southwest). The state capital, Dispur/Guwahati, is around 450 km west. Arunachal Pradesh is about 100-120 km north.

The cold facts say it all about which way the Tingkhong Assembly constituency could go. In the last seven elections, the BJP has won or led in five and the Congress party in two. Notably, the Congress party fell from grace after 2011, which coincided with the BJP├втВмтДвs rise. Moreover, the BJP├втВмтДвs margins have been invariably big. Unless the Congress party manages to fan anti-incumbency sentiments against the BJP, it might struggle to sustain its hopes of defeating the BJP in the Tingkhong constituency in the 2026 Assembly elections.

How Himanta demolished Congress's 3G in Assam

The Congress's three-Gogoi alliance of Ahom leaders failed to turn Upper Assam away from Chief Minister Himanta Biswa Sarma. Often referred to as Chanakya of the Northeast, Sarma used a pincer attack of development and consolidation to boost BJP's tally and return to power in Assam.
