Sissiborgaon Assembly Constituency

Sissiborgaon, locally called Borgaon, is a village and revenue circle-cum-development block in Dhemaji district in Upper Assam. It is a newly created general (unreserved) Assembly constituency and one of the nine segments of the Lakhimpur Lok Sabha constituency.

Sissiborgaon was established following the 2023 delimitation exercise to redistribute voters more evenly across Assam’s 126 Assembly constituencies. The Delimitation Commission carved out the seat by taking substantial portions from the two existing constituencies in Dhemaji district, Dhemaji and Jonai, both of which were Scheduled Tribe-reserved and had very large voter bases. Jonai had 311,660 voters, and Dhemaji had 247,222 in 2021. A significant chunk of their voters and villages were shifted to form Sissiborgaon, resulting in a new constituency with 176,453 voters in 2024.

Being a new constituency, Sissiborgaon has no history of Assembly elections. The only opportunity to gauge the mood of its voters came during the 2024 Lok Sabha elections. The BJP led the Congress party by 27,721 votes in the Sissiborgaon segment, with the BJP’s Lakhimpur Lok Sabha candidate Pradan Baruah polling 73,053 votes compared to 45,332 votes received by his Congress rival Uday Shankar Hazarika. The voter turnout recorded in 2024 was high at 74.18 per cent.

Sissiborgaon had 182,018 eligible voters in its final electoral roll for the 2026 Assembly elections, marking a marginal rise of 5,565 voters from 2024.

Demographics, based on available data, largely from the 2011 Census proportions adjusted for the area and 2023 delimitation changes, indicate that Sissiborgaon is a predominantly rural constituency with a strong presence of indigenous communities. It has a mixed rural character with significant numbers of non-tribal and general category voters alongside some tribal populations. The constituency features agrarian communities typical of the Upper Assam plains, with a large number of villages under its jurisdiction.

The Sissiborgaon constituency covers parts of the Dhemaji district in Upper Assam with flat alluvial plains along the northern bank of the Brahmaputra River. The terrain supports paddy cultivation and other agriculture, but is highly prone to seasonal flooding and river erosion from the Brahmaputra and its tributaries. Livelihoods in Sissiborgaon depend mainly on paddy farming, small trade, and agriculture-related activities. Fertile alluvial soils and abundant rainfall sustain these activities. A small river terminal at Sengajan in the Sissiborgaon area provides limited passenger and cargo connectivity via National Waterway 2. Infrastructure includes road connectivity via national and state highways linking to nearby areas, but rail connectivity is limited. The nearest railway station is at Dhemaji or North Lakhimpur, about 20-40 km away, depending on the village. Basic amenities serve the villages, with ongoing developments in rural roads and flood protection.

The nearest major town is Dhemaji, the district headquarters, about 15-25 km away. Other nearby towns include North Lakhimpur to the east, roughly 50-60 km away. The state capital, Dispur/Guwahati, lies around 380-400 km southwest.

For once, the Election Commission cannot be accused of altering shape, size and voter demography to benefit the BJP, since Muslim voters in both Dhemaji and Jonai constituencies had a minuscule presence, with Scheduled Tribes being the most dominant voter bloc. The BJP, anyway, was the most dominant political party in both the constituencies from which Sissiborgaon was carved out. The BJP’s dominance, not surprisingly, extended in this segment in the 2024 Lok Sabha elections with its big margin over the Congress party. However, it is not going to be a BJP versus Congress clash since the Raijor Dal is contesting the Sissiborgaon seat on behalf of the Congress-led opposition alliance. Raijor Dal’s nominee Dulal Chandra Boruah will take on Jiban Gogoi of the BJP. The spice to the contest will be added by five Independent candidates. The BJP goes to the 2026 Assembly polls in Sissiborgaon constituency as the favourite to win its first election.
