Haflong Assembly Constituency

Haflong, Assam’s only hill station and the district headquarters of Dima Hasao, formerly North Cachar Hills, is a Scheduled Tribe-reserved Assembly constituency and one of the six segments of the Diphu Lok Sabha seat. Established in 1967, Haflong has voted in 12 Assembly elections so far. Once a Congress bastion, it has of late moved towards becoming a BJP stronghold. The Congress party won seven of these 12 elections. Its victory trail was interrupted by the Janata Party in 1978, an Independent (Gobinda Charan Langthasa) in 1983, the Autonomous State Demand Committee in 1996, and the BJP in the last two elections.

Gobinda Charan Langthasa, who served as deputy chief minister of the state in the past, won his sixth election in 2011 and fifth for Congress, by defeating the BJP’s Kulendra Daulagupu by 25,488 votes. He decided against contesting in 2016 due to his advanced age. The Congress party nominated his son Nirmal Langthasa, but he failed to carry forward the family legacy and was defeated by the BJP’s Bir Bhadra Hagjer by 8,306 votes. The BJP retained the seat in 2021 with Nandita Garlosa as its candidate. She defeated Nirmal Langthasa by an increased margin of 18,598 votes. Nandita Garlosa, who was serving as a minister, later joined the Congress party after the BJP decided against renominating her.

A similar pattern of the Congress party dominating parliamentary elections before being sidelined by the BJP has been seen in the Haflong Assembly segment. Congress led the BJP by 8,211 votes in 2009 and 8,343 votes in 2014. The BJP stormed the Congress citadel in 2019 with a big lead of 44,547 votes and held on to its position with a reduced margin of 24,351 votes in 2024. BJP’s Diphu Lok Sabha candidate Amarsing Tisso polled 59,621 votes in the Haflong segment, while Congress’s Joy Ram Engleng received 35,270 votes.

Haflong had 158,204 eligible voters on its final roll for the 2026 elections, witnessing a marginal increase from 156,817 registered voters it had in 2024. Haflong has largely remained unaffected by the SIR 2025 or the 2023 delimitation, witnessing normal and steady growth in the number of voters. It saw an addition of 9,679 voters following the delimitation from 147,138 voters it had in 2021. Earlier, it stood at 137,317 in 2019, 126,130 in 2016, 134,648 in 2014 and 130,248 in 2011.

After a lukewarm response when turnout recorded was 50.91 per cent in 2011 and 67.18 per cent in 2014, it increased subsequently to 81.67 per cent in 2016, 77.72 per cent in 2019, 80.39 per cent in 2021 and 73.83 per cent in 2024.

Demographics, based on available data, largely from the 2011 Census proportions adjusted for the area, show an overwhelmingly tribal population with approximately 70.92 per cent of voters belonging to the tribal community, 2.03 per cent Scheduled Castes and a minuscule Muslim presence. About 70.81 per cent of Haflong’s voters are based in villages, compared to 29.19 per cent living in the town limits. Being the only Assembly constituency of the Dima Hasao district, Haflong covers the entire district.

Haflong has evolved into Assam’s only hill station and a popular tourist destination, attracting visitors with its cool climate, scenic hills, misty valleys, and rich tribal culture. Key places of interest include Haflong Lake, a serene water body in the heart of the town, Jatinga, famous for the mysterious bird phenomenon where birds are known to descend at night during certain months, Maibang, historical ruins linked to the ancient Dimasa kingdom, Panimur Waterfalls, and Abraham View Point offering panoramic views. Tourism plays a growing role in the local economy, supporting hotels, homestays, transport, and handicrafts, while supplementing the traditional tribal economy based on agriculture and forest resources.

The Haflong constituency covers parts of the Dima Hasao district with hilly terrain, steep slopes, deep valleys, and rolling plateaus characteristic of the North Cachar Hills. The terrain supports shifting cultivation (jhum), settled farming in valleys, horticulture, and forest-based activities, but is prone to landslides and heavy monsoon rains. Livelihoods in Haflong depend mainly on agriculture (paddy, ginger, turmeric), forestry, small trade, government employment, and tourism-related services. Infrastructure includes road connectivity via the Lumding-Haflong highway and other district roads. Rail access is available at the New Haflong station, about 5-10 km from the town. Basic amenities are available in the town, with ongoing improvements in tourism infrastructure, rural roads, and connectivity.

The nearest major towns include Maibang to the south, about 40-50 km away, and Lumding to the north, roughly 60-70 km away. The state capital, Dispur/Guwahati, lies around 300-330 km northwest. The constituency lies in a predominantly tribal hilly region with proximity to Meghalaya and Nagaland in the broader Dima Hasao area.

A bizarre development in Haflong marks the low confidence of the Congress party in this constituency as it is going to the polls with the BJP’s reject as its candidate. Denied the BJP ticket, the sitting MLA and incumbent minister Nandita Garlosa switched over to the Congress party and grabbed its ticket. Haflong will witness a triangular contest as Daniel Langthasa of the National People’s Party, the ruling party of Meghalaya, is also in the fray. However, Haflong is primarily set to witness a contest between the BJP and the ex-BJP, with the BJP enjoying a clear edge over the Congress and the NPP in the 2026 Assembly elections.

Assam Assembly Election Results 2026 Highlights: The counting of votes for the 2026 Assembly election in Assam has concluded, delivering a decisive verdict in favour of the BJP-led National Democratic Alliance (NDA). Voters had sealed the fate of 722 candidates across 126 constituencies on April 9. Chief Minister Himanta Biswa Sarma has led the Bharatiya Janata Party to a third consecutive term, with the NDA securing 102 seats in the 126-member Assembly.
