Kaliabor Assembly Constituency

Kaliabor Assembly Constituency is a general unreserved seat in Nagaon district, central Assam. It is one of the 10 segments of the Kaziranga Lok Sabha constituency, which earlier formed part of the now dissolved Kaliabor parliamentary seat. Situated in the fertile Brahmaputra Valley plains, it lies along the southern bank of the Brahmaputra River, with gentle undulating terrain stretching towards the Karbi Anglong hills in the south. The area is known for its agricultural richness, tea gardens, and proximity to Kaziranga National Park, with lush landscapes and riverine charm.

Established in 1951, Kaliabor has witnessed 16 Assembly elections, including the 1986 by-election. The Congress and AGP have each won six times, though the tally should more accurately read eight victories for AGP, and one each for Independents and the Samyukta Socialist Party. In 1985, leaders of the All Assam Students Union contested as Independents, forming the government with Prafulla Kumar Mahanta as chief minister. Mahanta won Kaliabor as an Independent but resigned to retain the Nowgong seat, triggering the 1986 by-election won by AGP’s Gunin Hazarika, who had also contested as an Independent. Hazarika later secured two more terms in 1996 and 2001, setting off a chain of four consecutive AGP victories. Hazarika subsequently won two more terms in 1996 and 2001. These two wins led to a chain of four more consecutive terms for the AGP.

Keshab Mahanta of AGP first won Kaliabor in 2006 and retained it in 2011, defeating Congress’s Tapan Kumar Borah by 8,989 votes. The Congress kept changing candidates without success, as Mahanta defeated Bindu Ganju by 37,990 votes in 2016 and Prasanta Kumar Saikia by 28,720 votes in 2021.

AGP’s dominance is also reflected in Lok Sabha voting trends. It led Congress in 2009 by 13,642 votes. In 2014, the BJP surged ahead by 17,957 votes, pushing AGP to third place. After AGP allied with BJP in 2016, it contested the Kaliabor Lok Sabha constituency in 2019 and led Congress by 38,233 votes. In 2024, the BJP contested the Kaziranga parliamentary seat, again leading Congress comfortably.

Kaliabor had 188,982 eligible voters in the final roll for the 2026 Assembly elections, up by 4,990 voters from 183,992 in 2024. The 2023 delimitation added 41,541 voters to the 2021 tally of 142,451, largely through the inclusion of new villages. Earlier, the constituency had 135,760 voters in 2019, 118,211 in 2016, and 113,202 in 2011.

Based on the 2011 Census, Muslims formed the largest bloc at 21.10 per cent, followed by Scheduled Castes at 10.32per cent and Scheduled Tribes at 3.22 per cent. These figures may have shifted after delimitation. Census data also described Kaliabor as purely rural, but this profile has likely changed with the inclusion of Kaliabor town, a subdivisional headquarters and urban centre. Voter turnout has remained consistently high: 82.41 per cent in 2011, 85.97 per cent in 2016, 84.75 per cent in 2019, and 84.91 per cent in 2021.

Kaliabor lies in the heart of Assam, bounded by the Brahmaputra River to the north, Karbi Anglong hills to the south, Golaghat district to the east, and Nagaon town to the west. Its flat alluvial plains support rice farming and tea cultivation but face flood risks. The economy revolves around agriculture, tea gardens, small trade, and tourism linked to Kaziranga National Park. Road connectivity links Kaliabor to Nagaon and Guwahati, though the town itself lacks a railway station. The nearest is at Jakhalabandha, 10-15 km away, or Nagaon, farther west.

Nagaon, district headquarters, lies about 48 km west, Tezpur about 50 km north across the Brahmaputra, and Kaziranga eastward. State capital Dispur/Guwahati is 150-160 km away.

The BJP-AGP alliance has consolidated its hold in Kaliabor, winning by large margins in recent elections. Congress has consistently finished second since 2006, when it last won the seat. Without a strong undercurrent against the ruling NDA, Congress faces a formidable challenge in reclaiming Kaliabor in 2026.
